My add/remove programs button just says "application missing" when I press it. Help?

I recently got a virus. It affected my antivirus software, so I did a system restore instead. It's been a day since, and some programs, which I normally wouldn't have to do this with asks to be opened with a program, and most of the programs aren't compatible with the program. A little confusing there, but I hpe you got the jist. And to top matters off, My add remove programs program from the control panel, won't work. It just says "Application not found", along with a loud beep. Help?
