Will this play The Witcher 2 and Starcraft 2 on the best picture quality?

Not at all, that video card will be able to play starcraft on low, medium, maybe on laggy high (see source of slightly superior graphics card 6470m). Also, that processor could use upgrading for "maxing out" both games, as both are very cpu-consuming, but it should be fine for maybe medium settings.
