Could you pass middle school with a 1.17 GPA?

My little brother seems kinda worried that he'll fail the year and he doesn't know if he passed or failed yet. He already had a SARB hearing. He said that he promised he will do better, and if he breaks that promise, he will go to a school not controlled by the district, but the government of California. We live in Imperial Valley, California. If you know if he'll pass or fail let me know.
